Background:

Pakistan has one for the harshest justice systems in the world. In 2007, it administered 135 executions, the 4th greatest number of that year. For those who are committed to prison, the facilities are amongst the more crowded on earth, with a 222.5% prison capacity filled.

Definitions

  • Age of criminal responsibility: The age at which a person is no longer excluded from criminal liability.  The lowest age is indicated for countries where there isn’t a single age limit, for example where different states have different regulations (such as the USA) or there is different limits for boy and girls (such as in Iran). The spectrum is specifically wide for the USA and Mexico (both 6-12 years). Several US states do not stipulate any minimal age for criminal responsibility at all. For further qualifications, exceptions and other notes, please refer to notes.
  • Assault rate: Number of assaults recorded by police per 100,000 population
  • Assaults: Number of assaults recorded by police in that country per 100,000 population.
  • Auto theft: Number of motor vehicle thefts (car thefts) recorded by police in that country per 100,000 population.

Violent crime > Domestic violence > Laws and Prosecution Domestic violence is not explicitly prohibited in Pakistani domestic law and most acts of domestic violence are encompassed by the Qisas (retaliation) and Diyat (compensation) Ordinance. Nahida Mahboob Elahi, a human rights lawyer, has said that new laws are needed to better protect women: "There needs to be special legislation on domestic violence and in that context they must mention that this is violence and a crime." Police and judges often tend to treat domestic violence as a non-justiciable , private or family matter or, an issue for civil courts , rather than criminal courts. In Pakistan, "police often refuse to register cases unless there are obvious signs of injury and judges sometimes seem to sympathise with the husbands." 1998

Earlier studies from 1970s to 1990s suggest similar incidence rates of domestic violence in Pakistan.
